Cancun on Monday and Tuesday with heads of state or their delegates
from 32 Latin American and Caribbean countries expected to attend the
gathering.
High on the agenda of the summit are topics such as
Haiti's reconstruction in the aftermath of the catastrophic earthquake,
reviving the regional economy amid the global financial storm, and
setting up a new regional group.
On Dec. 18, 1986, foreign
ministers of eight countries, including Argentina, Brazil, Colombia,
Mexico, Panama, Peru, Uruguay and Venezuela signed the Declaration of
Rio de Janeiro, marking the birth of the Rio Group.
Currently, it has grown into a group with 23 official members of the Latin American and Caribbean region.
The
annual Rio Group summit is the group's highest-level meeting. Irregular
ministerial meetings are held in line with the changing regional
situations.
The group is acting as a consultative organization
for its members to discuss political, economic and social issues in
global or regional arena to coordinate their positions and take
concerted actions.
So far, the Rio Group does not have a secretariat or a permanent body.

U.S.
Secretary of State Hillary Clinton on Friday condemned a massive
bombing attack at a volleyball game in northwest Pakistan that killed
over 90 people, vowing to continue supporting Pakistan in its fight
against violent extremism.
Clinton offered condolences to the
families of the victims, saying the United States will stand with
Pakistan in its effort to chart its own future free from fear and
intimidation.
She also said Washington will support Pakistan,
a crucial ally in U.S. efforts to combat Taliban and al-Qaida, in its
fight against violent extremism.
The blast occurred earlier
in the day at a volleyball game in Lakki Marwat district in Pakistan's
North West Frontier Province. Three suicide attackers rammed their
explosive-laden car into the walls of the volleyball ground, where up
to 400 people were present for a local match.
In their
separate messages, Pakistani President Asif Ali Zardari and Prime
Minister Syed Yousuf Raza Gilani condemned the attack and expressed
profound grief. They said the perpetrators of such heinous crime would
not be spared.

U.S. officials are doing negotiations with their Russian counterparts over the renewal of an arms
reduction treaty that expires early next month, the State Department said on Monday.
"The negotiating teams are continuing to work very hard in Geneva, they have agreement on a number of
issues, but they are also trying to work out some of the areas where they need to come together,"
State Department spokesman Ian Kelly told reporters.
"We are certainly hopeful about it, that we will be able to have a draft agreement that both sides
are comfortable with," he said.
The United States and the former Soviet Union signed in 1991 Strategic Arms Reduction Treaty (START)
that expires on December 5, 2009. Under the treaty, Washington and Moscow agreed to cut in their
nuclear arsenals and to set limits on long-range missiles.
During their Moscow summit meeting in July, U.S. President Barack Obama and his Russian counterpart
Dmitry Medvedev agreed to each reduce their nuclear arsenal to between 1,500 and 1,675 warheads
within seven years.

A retail bank branch in Mexico City on Wednesday became the latest victim of a bomb attack, which involved a home-made butane-based explosive device, the city authorities said.
The attack, the fourth in about a month, damaged a branch of BBVA Bancomer in western borough Venustiano Carranza, and destroyed two telephone booths in the street close to the bank.
No one was injured in the incident and police are checking closed-circuit television footages to look for clues of the attackers' identity.
On Monday, a similar device exploded in a branch of the Max Mara clothing store in Polanco, a northeastern upscale district of Mexico City, without injuring anyone.
The first attack of this pattern was on Sept. 1 on a bank branch in Tlalpan, also a posh area in the south of the city. The second was on a auto dealership close to Mexico City International Airport.
